Suffice to say, he is a genius --- a malevolent one at that. As wicked as they come, he's also manipulative and will use any opening he can get to end up getting what he wants out of people in the end. Due to ingesting 'Formula O,' it granted Osborn accelerated strength, speed, agility but rapidly deteriorated his psyche, leaving him a open to extreme bouts of psychosis and a paranoid, delusional schizophrenic. Also identified as having dissociative identity disorder, in recent years he's managed to bond Norman and Goblin together into one troubled and dangerous consciousness.

BACKGROUND
The founder of Oscorp --- tagged originally as "The company that does a little bit of everything!" Norman Osborn ascended the ranks of businessmen everywhere. Naturally charismatic and with the gift of gab, there wasn't a mountain too high or an ocean too low that could stop him from reaching the pinnacle of it all; the everlasting legacy of the Osborn name.
Raising himself, Norman left home at the age of 15 and learned to fend for himself but he quickly realized that he had the ability to draw people into him and enchant them with his words. Quickly assembling a group of other run-a-ways and forgotten souls, Osborn used them to make it through the cold nights until he was able to use the blood money to put himself through school. Cut throat tactic after cut throat tactic, it eventually led him down the road of meeting fellow aspiring mind; Mendel Stromm- originally the college professor of Norman- who to say the least was the opposite of Norman in the ways that mattered to investors, a stable and very strong woman that helped launch OsCorp.
Norman and Mendel butted heads on several topics, the most important was after Norman illegally came into contact with the ingredients to what is rumored to be 'the super soldier serum' that Steve Rogers injected to become Captain America. Mendel wanted further testing but Norman's grip on reality begun to grow thin- as did his patience and set Mendel up as the thief; causing the United States Government to prosecute Mendel to the fullest extent which gave Norman sole ownership of OsCorp.
Their partnership lasted from 1978 until 2006 roughly, but Norman's mind begun to slip before then- triggered by the sudden loss of his wife to cancer. His only son, Harry had close to no relationship with Norman so he had no one to turn to to grieve, and it took a toll on him. As he grew paranoid through the years, he wondered if the formula could strengthen his brain and stop the Alzheimer's he diagnosed himself with during a paranoid phase. Despite Mendel's warning of the unstable structure of the formula, Norman injected it anyway and despite the gains he got in strength, speed, agility and intellect- it cost him his sanity, everyday he would lose more and more of his morality until there was nothing left- a shell of the already troubled soul he was.
When the news of Spider-Man saving NYC begun to pop up, Norman took it upon himself to clean the 'filth' that he perceived Spider-Man to be, and promised [himself] that he would unleash the voice he heard in his head to save humanity. That 'voice' would eventually take on the physical manifestation of The Green Goblin, Norman's villainous alter-ego, decked out in advanced technology and a mean-streak all in attempt to kill the stupid Spider.
Several clashes led to Norman failing, and thus most recently (March of 2017) his latest and most bloody battle led to Osborn being revealed as The Green Goblin, and thus was arrested. As he awaits trial on several charges- reports from within the prison are glowing however, Norman is the model inmate and has even started [somehow] his own 'religion'called Osbornality, where even the most flawed are accepted and can be reborn into something... better. Norman's shares of OsCorp went to his only child, Harry -- who has managed to stay far out of the reach of his father's shadow... something Norman absolutely detests.
Despite having whatever assets that was not taken over by his heir; Harold Osborn prior to arrest, Norman's 'family' known by the Osbornians have in a sense, funded a peer-to-peer criminal attorney attorney, one that only the best that money can buy all under the promise that Norman will not just be cleared of all charges, but that he will once again be back in charge of OsCorp -- a stretch, but with the way the New York system is, anything is possible. With enough strings pulled, even a psychopath like Norman Osborn and his 'Osbornians' may find a way back into power, in a multi-billion dollar company.
